Hail Saeed Anam Group (HSA) decided to invest in a cement production plant due to the growing gap between supply and demand in the local market. With an assistance grant from the US Trade and Development Agency (TDA), a feasibility study was conducted and the current site was selected as a suitable location for the plant.

December: Beginning of preliminary preparation of the factory floor for National Cement Company
January - Signing of a letter of intent with German company KHD Humboldt Wedag to establish National Cement Factory where:
- KHD company was the main engineer and supplier of the project, with several companies (German, Indian and Swiss)
- Holtec Consulting was responsible for project management
- Petron Engineering Construction carried out mechanical works and installation works
- Al-Saeed Concrete Manufacturing and Contracting Company carried out concrete works and civil constructions for the project
July - National Cement Company started its first production under the brand name (National Cement) Ordinary Portland Cement
January: Export of the first order of National Cement product to the African market
National Cement Company - NCC - was awarded the "Investment Award for 2009" as one of the best twenty investment companies in Yemen and the number one company in cement manufacturing and marketing in Yemen
September: National Cement Company - NCC - began producing and marketing National Cement sulfate-resistant Portland cement (SRC)
January: The company added a new variety to its product mix of National Cement, which is National Portland Pozzolana Cement (PPC)
July: National Cement Company obtained ISO 9001:2008 quality certificate as the first cement company in Yemen to obtain this certificate
National Cement Company won the Investment Award for 2013 for the second time as one of the best twenty investment companies in Yemen and the best company for manufacturing and marketing cement in Yemen
March: The company's facilities were subjected to missile bombardment, which led to a complete stoppage of production and the exit of National Cement product from the market
November: National Cement Company resumed its activity at full production capacity
Production began of the new production line (Roller Press), which created an expansion in the company's production capacity estimated at 1,100,000 tons/year, making the company's total production capacity 2,700,000 tons/year
The company added its fourth product according to market requirements and needs, a new variety in the Yemeni local market which is National Cement for Finishes
The company distinguished itself with its new addition to the local market according to its evolving needs by producing two types of cement: National Composite Cement (the fifth product of National Company) and also the sixth product which is National Portland Cement 52.5
